Using frozen Russian assets for Ukraine’s purposes could be interpreted as a declaration of war and would have immediately drawn us into a war. We managed to protect ourselves from this, which is a great success, Prime Minister Viktor Orbán said on Friday morning in Brussels.
After the one-day EU summit in Brussels, Viktor Orbán said that using frozen Russian assets was “a dead idea.” “We rejected this from the outset and declared that Hungary is against it and will not take responsibility for it,” the Prime Minister said, adding: “If this proposal had been accepted, we would have been directly involved in a war within a few days, or at the latest within three months. We were able to protect ourselves from this. This is a great success.”

According to him, it turned out that private companies in EU member states have more assets in Russia than the Russian assets frozen in Europe, which, as he emphasized, means that Europe would not win but lose in the event of a Russian countermeasure. It also turned out that
the construction is legally indefensible,
as it would be considered “confiscation, seizure.” The Belgians did not support this, he explained. They would only have agreed if the other member states had also taken the risk. But, as he said, “no one really wanted to do that.”

Regarding joint EU borrowing, the Prime Minister said that “we and the Slovaks were the obstacle.” “We said that we did not want to take out a joint loan and pass this money on to Ukraine in the form of a loan, which we all know in advance that
the Ukrainians will never be able to repay,”
he explained. The Slovaks were very strongly opposed to this, “as were we Hungarians, as usual,” and Czech Prime Minister Andrej Babiš also announced that his government did not want to send money to Ukraine, Viktor Orbán said.
Now, a war loan has been created, the Prime Minister explained. With the exception of the Czech Republic, Slovakia, and Hungary, all EU member states have joined together to form a credit community and are granting the Ukrainians a war loan using EU funds.

Viktor Orbán also described it as important that

and that Slovaks, Czechs, and Hungarians acted together. “As a trio, we are already a heavyweight,” he said. “This is encouraging, and we will continue our cooperation,” said the head of government, adding that the bad news was that “although we stayed out of all this,” European leaders had supported the war through war loans, and preparations for war were continuing.
“Therefore, overall, I have only bad news and bad experiences with regard to the threat of war. The good thing is that we are spared from it,” Viktor Orbán added in his statement.

Andrej Babiš provided information in a post on X about the further results of the EU summit. The heads of government agreed to tighten asylum rules in order to be able to effectively return criminals. They discussed the new EU budget, but also the question of EU enlargement to include the Western Balkan states, which will probably have to wait again. The Czech prime minister said he supported the EU loan for Ukraine but insisted that the Czech Republic would not guarantee the loan.
